New cowl neck dresses in bright blue & blue print hues, which are totally fab, have come in at [Bebe]. You can wear with or without a belt. I love the sheer long sleeves and side ruching. I'd pop the plain blue with lace-trimmed shoes and a matching handbag. Or I'd wear with the Celia shoe shown and a tan handbag.
